We believe travel is a fundamental human right. Seeing Valencia place accessibility at the very heart of its strategy, deeply respecting the autonomy and independence of both residents and visitors, presents a truly inspiring model.

“This Advisory Board Summit on Accessibility was created as part of our SpainforAll campaign, which aims to eliminate discrimination, champion diversity, and elevate accessibility standards across the entire travel sector. I would like to extend my deepest gratitude to the Valencia authorities, local tourism representatives, accessibility working groups and everyone who made this event possible, as well as the 10 advisory board members who joined us in Valencia to exchange vital insights and discuss tangible next steps for inclusive travel.”

Recognised as the winner of the 2026 Fitur4All ‘Inclusive National Destination’ and a runner-up at the EU Access City Awards, Valencia has embedded accessibility throughout its regional planning. During the summit, advisory members experienced the city's remarkable diversity from its Gothic, Romanesque and Baroque Cathedral to the futuristic City of Arts and Sciences witnessing firsthand an ecosystem where physical, digital, cognitive, and sensory inclusion are woven directly into public infrastructure.

Accessible Coastal and Cultural Tourism

A major highlight of Valencia's strategy is its world-class coast. The beaches of La Malvarrosa, Cabanyal, Pinedo, El Saler, and El Perellonet offer free accessibility facilities, including adapted walkways, amphibious wheelchairs, hoists, and seasonal assisted bathing programmes. Furthermore, a pioneering European pilot project is currently underway on El Cabanyal Beach to test an ergonomic seat for amphibious wheelchairs, specifically designed to improve water-access comfort and safety for individuals with cerebral palsy. The focus extends to the wider Valencia Region with over 600km of coastline and 87 accessible beaches spread across its three provinces; 27 in Alicante, 24 in Castellon and 36 Valencia.

This inclusive philosophy similarly transforms Valencia's major cultural events. 'Las Fallas', the city’s world-famous March festival and UNESCO Intangible Cultural Heritage event, has introduced groundbreaking accessibility tools developed by the Valencia City Council and Visit Valencia. Nearly 70 monument sites now integrate inclusive QR and NaviLens codes, granting immediate access to descriptive audio guides, sign language videos, and Easy Read formats. The physical event footprint has also been enhanced with dedicated reduced-mobility viewing areas and low-sensory "calm hours" tailored for individuals with neurological conditions.

Green Routes and Future Strategies

The city's award-winning climate infrastructure takes centre stage via its newly expanded 'Green Routes' (Rutas Verdes), including the iconic 9-kilometre Turia Gardens pathway winding through the centre of the city in a former riverbed cleverly repurposed after flooding back in the 1950s. Ideal for wheelchair users due to its flat, stable terrain, the route is undergoing a comprehensive technical audit by Spanish disability organisation Impulsa Igualdad to eliminate minor path irregularities. Parallel to this infrastructure work, multi-sensory digital resources, including pictogram systems and audio guides, have been deployed to make the park's landmarks accessible to all.

On a regional scale, the ‘La Comunitat Valenciana, també per a tu’ (Valencia Regiom, also for you) initiative mirrors this success, offering 26 fully accessible tourism routes across the wider territory.

Connecting these initiatives is Valencia’s seamless public transportation network, offering one of Europe’s most barrier-free transit experiences. The urban bus fleet is 100% accessible with low-floor entries and automated ramps, while the metro and tram networks feature step-free station access and tactile paving.

Looking forward, Valencia is advancing its strategy by sustaining its tourism accessibility working group, delivering industry-wide training, and preparing the launch of 12 specialised infographics to provide tourism professionals with actionable tools.

Concurrently, the SpainforAll UK working group is actively developing best practice accessibility information standards for the hotel sector, ensuring guests can find accurate, detailed, and independent data without needing to contact hotels directly for basic needs.

Advisory Board Participants at the Valencia Summit included:

Ben Kirby, Enable Holidays

Paula Hansen, World Accessible Holidays

Jason Winter, Impact Manager, TTG Media

Paula Sande, Impulsa Igualdad / Tur4All

Atlyn Forde, Founder of C-Inclusively CIC and the Inclusive Travel Forum

Yousif Nur, JourneyEase (Luxury Travel for Neurodivergent Minds)

Monica Molina, DEI Consultant

Jonathan Fletcher, The Wheelie Good Travel Company

Kate McWilliams, LOTUS / Spanish Tourist Office (agency)

Jesús Ruiz, Spanish Tourist Office (UK)

For all press enquiries contact Jessica Harvey Taylor on Jessica.harvey@tourspain.es or the Spanish Tourist Office’s PR agency LOTUS on spain@wearelotus.co.uk.

Accessibility,News,Highlight

Both properties had been closed for years and had fallen into significant disrepair, making their removal a priority within the municipality’s strategy to modernise the urban landscape.

The cleared plots will be transformed into new public areas designed to enhance the look, accessibility, and overall quality of two of Calvià’s most prominent destinations. Serving travellers with sensory, mobility and cognitive needs, it remains evident that Valencia is taking crucial steps to ensure it keeps up with an ever growing market representing roughly 15% of the world's population.

Statistics from the report reveal how 50% of travellers with accessibility needs prefer cultural and heritage experiences; a sector which Valencia's newest routes invariably meet. From the iconic City of Arts and Sciences, to the Albufera Natural Park and historic old town, there is something every traveller visiting Valencia can seek out for a culturally enriching escape in a destination which bathes in 300 days of sunshine every year.

By prioritising universal design and inclusive services for all, the region of Valencia not only meets essential social needs but also caters to the loyal, high-spending target audience of travellers who are eager to embark on barrier-free journeys. In response to Valencia's recent achievements, COO of TUR4all Travel, Miguel Carrasco, states:

“By integrating accessibility into the heart of its tourism development, [Valencia] proves that inclusion and competitiveness go hand in hand. Accessibility enhances not only the travel experience for people with disabilities, but also for seniors, families, and travellers with temporary limitations. It’s the foundation of a more sustainable and future-proof tourism model.”

For further information on the accessible opportunities for tourism across region of Valencia or Spain, please visit: https://www.tur4alltravel.com/en/home/

News,Highlight,Accessibility

He outlined Spain’s tourism ambitions of season extension; with peak season visits dropping 1% year-on-year from 45% to 44%, and geographical diversification, with Spain’s Northern regions driving a larger tourism share in 2023 (up 23% year-on-year).

The dual language conference, moderated by Richard Hammond, director of Green Traveller productions and sustainable travel writer, included speakers from across Spain and the UK’s travel and transportation industries with panel sessions on circular economy, biodiversity and accessibility.

The event was sponsored by Visit Benidorm, part of the Region of Valencia, and the Balearic Island of Mallorca. Leire Bilbao, director of Visit Benidorm outlined the city’s 18% reduction in water-usage over the last 25 years, despite a 40% population growth, whilst Susana Sciacovelli, director of tourism (demand and hospitality) at Mallorca Council showcased the island’s responsible tourism pledge and roadmap towards transformation.

Circular Economy

The first panel featured Gabriel Llobera Ramis, marketing and communications manager at Garden Hotels, Nadine Pinto, global sustainability manager at The Travel Corporation (TTC), Carol Rose, head of sustainability at ABTA, and Coralía Pino, head of Sustainability at ITH (Instituto Tecnológico Hotelero).

The session stressed how now is the time to adjust our mindsets and employ disruptive thinking. Carol Rose reiterated the need to keep products in the industry for longer and touched on the impact of the hotel industry contributing not just to food and energy waste but also to textile landfill which accounts for a total of 92 million tonnes of waste per year.

Coralia Pino discussed Spain’s initiatives within the hotel industry outlining how the 2008 crisis forced hotels to look at energy efficiencies. She reminded delegates that food and energy expenditure are the second and third largest cost areas of all hotel operations, therefore emphasising how circular economy is vital, both for business and the environment. Likewise, Nadine Pinto discussed the impact of hotel merchandise and making bolder choices around in-room amenities.

Gabriel Llobera Ramis from the Balearic-based Garden Hotels showcased the group’s pioneering organic waste management and compost production, as well as the need for public policy with the Balearic Island archipelago recently initiating its ‘law of circularity’ for all hotels across the islands.

Biodiversity - impacts and Interventions

The second panel featured Terry Brown, destinations programme manager at The Travel Foundation, Dylan Walker, wildlife tourism expert at Wildlife Heritage Areas, Blanca Pérez Sauquillo, SG marketing at Turespaña, José Marí Olano, Councillor for large projects, Valencia Green Capital and Zina Bencheikh, managing director at Intrepid

The panel discussed biodiversity in tourism and how tourism is critical in terms of connectivity and education. The emphasis was on community in wildlife tourism and creating respectful bonds between wildlife and visitors with valuable initiatives, such as MEET (Mediterranean Experience of EcoTourism), creating a network of protected areas that are collaborating to engage communities locally in nature conservation.

Blanca Perez Sauquillo discussed the need to also educate the conscious consumer with digestible and effective messaging, while Zina Bencheikh, Managing Director of Intrepid said “it’s about doing the right thing and educating our customers. They don’t always know the right choice until we offer it.”

From a more urban context, José Mari Olano discussed Valencia’s status as Green Capital 2024 and how cities can adapt their tourism proposition and urban planning to benefit both residents and visitors.

Accessibility & Inclusivity

The third and final panel was moderated by Meera Dattani, senior editor at Adventure.com and travel and culture writer and included Angus Drummond, CEO at Limitless Travel, Alberto Gutiérrez Alberca, Valladolid traffic and mobility executive, Miguel Carrasco, director of tourism at Impulsa Igualdad and Susan Deer, director of industry relations at ABTA.

The session started with an inspiring Spanish welcome from Spain’s ‘Spain for All’ ambassador and special guest, Ade Adepitan, who has lived, worked and travelled throughout Spain.

Quoting the World Health Organisation figures, Adepitan highlighted how 1.3 billion people worldwide (or 16% of the global population) have some kind of disability. He said, “whilst not all of these people want or have the means to travel to Spain, even if we’re only talking about a small percentage, this is still a vast number of people that should be given the opportunity to enjoy what millions of non-disabled people enjoy every year, the beauty of taking a holiday.”

Angus Drummond, CEO of Limitless Travel, talked eloquently about his own personal travel experiences which inspired him to subsequently set up Limitless Travel. He said, “ultimately people with disabilities are the same as other consumers, whilst yes, they may need an adapted bathroom, they also want a great travel experience, a great bar and essentially the same as every other customer.”

Alberto Guitierrez from Valladolid talked about the progress being made within urban transportation, and the need for digital accessibility, whilst both Miguel Carrasco from Impulsa Igualdad and Tur4All, and Susan Deer, head of Industry Relations at ABTA stressed the importance of information, transparency, and training.

Keynotes

Keynote speeches were delivered by Nejc Jus, Director of Research at the World Travel & Tourism Council (WTTC) and Charlie Cotton, Founder of Ecollective Carbon

Nejc Jus showcased the WTTC’s latest tourism data with the 2023 global indicators putting the tourism sector’s worth at 9.9 trillion US dollars and 1.63 trillion visitor-spend. Forecasting ahead over the next ten years, the WTTC expects tourism to represent 11.4% of the global economy and 12.2% of all jobs. The data also looked at environmental and social factors from across 185 countries indicating that in 2019 when tourism was at its peak, the tourism sector contributed 8.1% to Greenhouse Gas emissions with transport accounting for the largest part of these emissions.

The final keynote hosted by Charlie Cotton from Ecollective started with the carbon impact of tequila, beer and wine and looked at reduction through design, taking into consideration our transport, food and hotel choices. His motto ‘progress over perfection’ was an important takeaway as well as his recommendation is to “get obsessed with your number”.

Manuel Butler, director of the Spanish Tourist Office (UK) says:

“Thank you to everyone who has played a part in this important event. City infrastructure in Spain must meet accessibility requirements, with many setting the benchmark for accessibility by winning or being shortlisted for the European Commission Access City Awards over the last 20 years: including Ávila, Barcelona, Bilbao, Burgos and Castellón.

Visitors to Spain can obtain accessibility support and information through Spain Is Accessible; a seal of approval used by Spanish institutions to standardise the accessibility criteria across multiples sectors such as culture, food & wine, nature, sun & beach, health & beauty - to name just a few. The site offers information and support for travellers with disabilities and allows users to filter access to different attractions and destinations dependent on their individual needs. Other initiatives include Spain’s ONCE Foundation, formed in 1988, which reduces discrimination and improves the lives of those with disabilities from an accessibility, inclusion, and employment perspective. It is ranked among the world’s largest social business groups and is a global benchmark for disability organisations.

Looking specifically at tourism services and infrastructure within Spain, public transport is becoming more accessible especially within the large cities and newer Metro networks. In Madrid, around 70% of the Metro network is currently accessible and around 90% in Barcelona. Accessibility standards also apply to accommodation providers in Spain. Ilunion and Ilunion Hotels, part of ONCE, aim to bring more people with disabilities into the travel workforce, as well as providing a network of adapted hotels.

The first phase of the ‘Spain for All’ campaign includes the creation of an advisory panel with the aim of collating industry feedback to identify key challenges and opportunities and help identify a roadmap towards positive progress. Its objective is to improve the experience of those with disabilities who wish to do the route by making it more accessible.

The ‘Accessible French Way of the Camino de Santiago’ will feature geolocation technology which will allow pilgrims with disabilities, especially blind people, to guide themselves along the entire Camino and locate different hostels to stay. The initiative will also evaluate the accessibility of accommodation options along the route. The project has been launched now as Spain is celebrating Xacobeo 2021, the Compostela Holy Year when pilgrims are most inclined to make the pilgrimage, and has received recognition from the Xacobean Council as part of the official programme. The ground-breaking project will make the Camino de Santiago accessible and provide equal opportunity for those with disabilities that wish to tick off a true bucket-list item.

The Director of Tourism of the Government of Navarra explained that "the Camino de Santiago is a fundamental element of Navarra's heritage, and also a priceless tourist resource that offers many different route options for people making the journey. However, the most important thing is not just completing the Camino de Santaigo walk, but also the experience along the way. So it should be universally accesible so that everyone can partake in the experience given its suitable routes, accommodation and services. The walker has to be able to travel, take in their surroundings and discover the Camino de Santiago without limitations. It is also a fantastic trip to reactivate tourism in a safe, sustainable, inclusive and innovative manner."

Sustainability,Navarre,Hiking,Social,Accessibility
