PALMA UNVEILS GLOBAL ACTION PLAN THAT WILL RADICALLY TRANSFORM THE COASTAL PLAYA DE PALMA AREA

The Palma City Council has unveiled an ambitious new Global Action Plan that sets out a comprehensive strategy to revitalise Playa de Palma, one of Mallorca’s iconic coastal areas found 15 minutes away from Palma. The wide-ranging plan focuses on improving hotel quality, curbing illegal accommodation offers, promoting sustainability, and boosting the area’s overall competitiveness as a tourism destination.

Described by the Mayor of Palma, Jaime Martínez Llabrés, as “a real, living, and transversal project,” the Global Action Plan aims to transform Playa de Palma into a more welcoming, sustainable, and forward-thinking destination. Designed to evolve with the needs of the community, the plan is intended to be a framework open to continuous review in order to adapt to the needs of residents, businesses, and local authorities.

The roadmap includes a series of targeted initiatives to upgrade public spaces, improve traffic and mobility, and invest in new cultural, sporting, and environmental infrastructure. Tackling illegal accommodation, an issue identified at both regional and national level, is also addressed and a top priority in the Global Action Plan.

In support of the initiative, Mayor Jaime Martínez Llabrés has called for the creation of a dedicated Commissioner for the Rehabilitation of Mature Tourist Areas, with Playa de Palma serving as the pilot location—a proposal that has been repeatedly submitted to the Spanish Central Government.

FIVE PILLARS OF TRANSFORMATION

Sustainability
This is the most comprehensive pillar, encompassing projects that protect and restore Playa de Palma’s natural heritage. Highlights include a full redevelopment of the seafront promenade, the creation of five green corridors, and the conservation of Es Carnatge, a key ecological site home to native flora and fauna, where dune landscapes will also be restored.

Mobility
Efforts will focus on improving connections both within Playa de Palma and to the wider Palma area. Project plans include the introduction of new pedestrian routes, expansion of park-and-ride facilities, and the growth of the BiciPalma bike-sharing system with 13 additional stations.

Culture and Sport

The area will benefit from new sports complexes and cultural amenities. An Archaeological Centre of the Ancient Mediterranean is planned, alongside the preservation of important archaeological sites such as Son Sunyer, S’Illot de Sa Galera, and the Son Oms Sanctuary.

Housing and Strategic Projects

The development of residential areas like Ses Fontanelles and Vista Alegre will be a priority, with a ban on new tourist accommodation in multifamily housing units to protect community integrity. The ongoing renovation of hotels—first launched in 2004 and expanded in 2012—will also continue, further raising the quality of tourist accommodation.

Innovation

Plans under this pillar include the creation of a modern Exhibition Centre in Son Ferriol, designed to host conferences, trade shows, and cultural events, reinforcing Playa de Palma’s role as a hub for both leisure and business tourism.
